The Prime Minister’s Special Scholarship Scheme (PMSSS) is a scholarship program launched by the All India Council for Technical Education (AICTE) for students from Jammu & Kashmir and Ladakh by providing financial support for higher education outside home state of J&K in India. AICTE Launched this PMSSS Scheme in 2011 for J&K students to study free in Indian Colleges. The candidates who apply for PMSSS can pursue UG courses in general, professional and medical streams in different colleges in India. 5000 students get this scholarship every year for tuition fees, maintenance allowances and academic expenses. The candidates are selected in PMSSS on merit-based based on Class 12 marks and centralized counseling. Eligibility Criteria for PMSSS 2025
The Eligibility Criteria set by AICTE for PMSSS Scholarship 2025 – which every candidate should have fot Seat allotment in merit list of PMSSS is:
- Domicile Requirement: Only permanent residents of Jammu & Kashmir or Ladakh are eligible.
- Academic Qualification: Students should have passed Class 12 from JKBOSE or CBSE-affiliated schools in J&K or Diploma holders (10+3) can apply for lateral entry in engineering courses.
- National Test Qualification: Students qualifying for NEET, JEE, CLAT or other national-level exams get preference in seat allotment.
Non-Eligible Candidates include those students who already availed other government scholarships, students admitted through management quotas or those students who are enrolled in distance education programs.
Scholarship Benefits and Financial Coverage
The PMSSS Scholarship provides two types of financial assistance to all the candidates who complete the Admission process in college in which they get seat:
Academic Fee Reimbursement:
- General Courses (BA/BCom/BSc): Up to ₹30,000 per year.
- Professional Courses (BTech/BPharma/Nursing): Up to ₹1.25 Lakh per year.
- Medical Courses (MBBS/BDS): Up to ₹3 Lakh per year.
Maintenance Allowance:
- A fixed ₹1 Lakh per year is disbursed in 10 monthly installments to cover hostel, books and incidental expenses. The first installment (₹20,000) is released when candidate join the college and then ₹10,000 monthly.
Application Process for PMSSS 2025

- Online Registration: Visit the AICTE PMSSS portal https://www.aicte-india.org/ then complete the 12th Registration form.
- Document Upload scanned copies of Aadhaar, domicile certificate, Class 12 marksheet, income proof and category certificate in PMSSS Application Form.
- Choice Filling: Select course and college in which ayou want to get seat for a particular course.
- Counseling & Seat Allotment: Attend online counseling and Lock admission in allotted College.
- Scholarship Disbursement: Fees are paid directly to the institute and maintenance allowances are credited to the student’s bank account via PFMS.

1. Can a student apply for PMSSS if already receiving another scholarship?
No. PMSSS does not allow dual scholarships and if student is already getting a Scholarship he is not Eligible for PMSSS 2025.
2. Is online counseling mandatory for PMSSS?
Yes – Only students who attend AICTE’s centralized counseling will be considered for admission in PMSSS 2025.
3. What if my college’s fee exceeds the PMSSS limit?
AICTE will only cover up to the prescribed limit (₹30K/₹1.25L/₹3L) above which student need to use his own fee.
